Founded in 2000, the National Crime Victim Law Institute (NCVLI) is a 501(c)(3) nonprofit educational and legal institute located at Lewis & Clark Law School in downtown Portland offices. NCVLIs mission is to actively promote victims voices and rights in the justice system through crime victim centered legal advocacy, education, and resource sharing. NCVLI promotes crime victims rights in criminal, civil, military and administrative justice systems nationwide through litigation (in the form of amicus curiae, occasional direct representation, and legal technical assistance); education through publications and trainings (both in-person and technology-assisted); and public policy development. Under the direction of NCVLIs Executive Director, the Project Coordinator will coordinate the full life cycle of projects, comply with grant reporting requirements, collaborate with NCVLI staff to administer grant funds, ensure timely and complete implementation of proposed activities, data collection and reporting, and coordinate collaboration amongst subrecipients. In this role, the Project Coordinator will be responsible for compliance with funding agency requirements and regulations, College policies and applicable laws; fulfillment of contract terms and conditions; and securing post-award contract amendments and invoicing. Additionally, the major purposes of this position are to independently and under the guidance of the Executive Director: coordinate with programmatic staff to meet project deliverables; collect reporting data; prepare progress reports to funding and other oversight agencies; and coordinate and oversee sub-grantee and contractor compliance activities. The Project Coordinator will be a mission-focused, process-minded and detail-oriented collaborator. NCVLI has multiple project coordinators, this coordinator will be tasked primarily with coordinating legal component of NCVLIs projects which consist of legal technical assistance, victim intake and amicus curiae efforts. This position includes internal and external functions and duties.

NCVLI is funded primarily by government grants and contracts, and this is a grant-funded position, the continuation of which is dependent upon renewal of funding.

Project Coordination
- Coordinate all aspects of projects related to legal efforts to ensure compliance with contract requirements and ensure on-time achievement of deliverables.
- Maintain files and enters data into the legal case management program.
- Schedule and facilitate regular meetings with NCVLI staff, sub-grantees, contractors, and partners.
- Provide interfacing external communication and responses to sub-grantees, contractors, and partners, in coordination with Executive Director and Project Director.
- Assist with building capability to carry out increasingly complex contract and grant management duties, including government contracting.
- Monitor sub-grantee and contractor activities with a focus on cost management, and schedule.
- Coordinate with internal stakeholders as necessary to support contract and grant management functions.
- Assist project reporting efforts by exporting, synthesizing, and analyzing data.
- Establish and maintain data integrity across project management tracking and financial systems and work to identify efficiencies, in collaboration with Project Director.
- Compile compliance and program reports to governmental and oversight agencies, investors and funders resulting from grant awards.
- Oversee project/contract status to ensure progress toward completion and required procedural steps are completed fully and in a timely manner.

Contract Management
- Maintain primary grant, sub-grantee, contractor and trainer contract files.
- Coordinate with sub-grantees to ensure accuracy and compliance with contracts.
- Distribute appropriate forms for contracts and agreements and ensures all are fully compliant with institutional, federal, state, and local policies and regulations.
- Organize receipt of all invoices and requests for reimbursement from sub-grantees and contractors.
- Promote stewardship of awards by supporting monitoring of expenditures.

Administrative Support
- Work closely with all staff to advance NCVLIs mission and ensure all projects are programmatically sound, well-managed, implemented timely and enhance the rights of diverse victim populations, including those who have been historically under- or unserved.

- College course work in business administration, public administration, paralegal studies, or a closely related field, or equivalent knowledge and experience gained and demonstrated in a professional capacity.
- Three (3) years of experience directly related to legal office support (paralegal/legal assistant), preferably in a nonprofit environment.
- Three (3) years of experience directly related to contract management, grant coordination, project management, preferably in a nonprofit environment.
- Skilled at reading, analyzing and applying complex government regulations and policies.
- Excellent writing, customer service and communication skills.
- Detail-oriented professional with proven organizational skills to maintain, prepare and submit a variety of reports with attention to detail within deadlines in a fast-paced environment.
- Highly proficient in maintenance of grants and contracts in legal or nonprofit setting.
- Advanced knowledge of multiple software applications including: Asana; Adobe Acrobat; Google (e.g., Docs, Sheets, Calendar); and Microsoft Office Suite (e.g., Word, Excel, PowerPoint).
- Demonstrated ability to work as part of a team to advance organizational mission and voice and to perform a variety of duties as needed in the organization.
- Experience working with or in diverse communities.
- Committed to issues affecting crime victims as well as to the interconnected issues of racial, economic and gender justice, and fighting systems of oppression.
- Ability to honor and work with all identities and individuals, particularly those who are underrepresented in the country and/or at Lewis & Clark College.
- Commitment to and ability to articulate NCVLIs mission.
- High standards of ethical conduct and confidentiality.

- Four-year degree or advanced degree (JD) is preferred.
- Paralegal certificate.
- Familiarity with and experience in a nonprofit or legal environment is highly desirable.
- Project management certification.
- At least five (5) years of experience directly related to legal office support (paralegal/legal assistant), preferably in a nonprofit environment.
- At least five (5) years of work experience in related fields of contracts and grant management (experience specifically with federal contracts and/or grants preferred).
- Additional experience in managing complex, multi-year grant awards and budgets upwards of $7M.
- Experienced with multiple grant submission websites and forms (e.g., U.S. Department of Justice, Office for Victims of Crime and Office on Violence Against Women, etc.).
- Experienced managing Federal, State, County, City and/or other jurisdictions contracts and grants, preferred.
- Experience monitoring the use of federal and non-federal grant funds and/or negotiating and administering public or private service contracts.
- Experience in team/group development and process and program evaluation.
- Conversational exposure to multiple languages to aid NCVLIs continued efforts toward inclusivity.

Payrate: $50,000 - $55,000 annually DOE

Schedule: Full-Time (37.5 hours per week)
